Sign up on GOV.UK with your Self Assessment sign-in. If your roofing turnover before CIS deductions was over £30,000 in 2025-26, you start on 6 April 2027, unless it was over £50,000 in 2024-25: then you should already have started.
Making Tax Digital for Income Tax (MTD) works the same for a self-employed roofer as for any sole trader. What trips roofers up is the turnover figure: most have a mix of CIS work for builders and roofing contractors, repairs and re-roofs paid by homeowners, and scaffold hire built into their prices. This page follows GOV.UK's sign-up, MTD and CIS guidance, checked on 17 October 2026. The general sign-up guide covers the service for everyone.

Do you need to sign up, and for which year
HMRC tests your qualifying income: all your self-employment and property income before expenses, also called turnover, but not your share of a partnership's profit.
| Your qualifying income was over | In the tax year | You start using MTD on |
|---|---|---|
| £50,000 | 2024-25 | 6 April 2026, already started |
| £30,000 | 2025-26 | 6 April 2027 |
| £20,000 | 2026-27 | 6 April 2028 |
HMRC writes to people over the line, but GOV.UK says checking is still your responsibility.
Adding up a roofer's turnover
HMRC's guidance does not name roofing, but the law behind CIS covers the construction, alteration and repair of buildings, and CIS 340 says repair includes making good and replacing defective or damaged parts. In our reading, re-roofs, roof repairs, leadwork and guttering done for a builder or another CIS contractor are CIS work. A homeowner paying you direct is not a contractor, as the homeowner CIS guide explains. For MTD, all of it counts.
| Money you receive | Counts towards qualifying income? |
|---|---|
| CIS work for a builder or roofing contractor | Yes, at the gross figure before the deduction |
| Repairs and re-roofs paid by homeowners | Yes, in full |
| Scaffold or tower hire you charge to the customer | Yes, it is part of what you are paid |
| Rent from a property you let | Yes, added to your self-employed turnover |
| Wages from a PAYE job | No |
| Dividends, including from your own company | No |
VAT registered? If you leave VAT out of your income, as the cash basis allows, count invoices before VAT.
Take a roofer with no other income, under £50,000 in 2024-25. In 2025-26, homeowners paid £11,000. A builder's monthly statements show £20,000 gross. Of that, £4,000 was tiles and battens the roofer bought, and £2,000 was scaffold hire without labour from a hire firm, which CIS 340 lets the contractor treat as materials. The 20% deduction came off the other £14,000, so £2,800 was taken and £17,200 reached the bank. Bank receipts total £28,200, under £30,000. But qualifying income is £11,000 + £20,000 = £31,000, so MTD starts on 6 April 2027.
Had the scaffolding been the roofer's own, no hire charge could come off: the deduction would be 20% of £16,000, which is £3,200. Qualifying income would still be £31,000. The turnover guide explains why the gross figure is used.
What the sign-up asks
You must be registered for Self Assessment and have sent a tax return in the last 2 years. GOV.UK then lists your business name (the name on your invoices), address and trade, your start date if you began in the last 2 tax years, the tax year you will start, and every self-employment and property source, including any that has stopped since your last tax return.
GOV.UK treats different trades as separate businesses. In our reading, CIS and domestic roofing are one trade, so one business. If you also run something different, such as a gardening round, add it separately.
You sign in with the user ID and password you got when you registered for Self Assessment. You may be asked to prove your identity with a phone app and your passport or driving licence. On 13 October 2026 GOV.UK removed the option to do this by answering questions.
What does not change your sign-up
- CompetentRoofer or NAPIT. GOV.UK lists both as competent person schemes for replacing roof coverings. Scheme fees are a business expense, as the roofer expenses guide explains.
- Paying a scaffolding firm. Erecting and striking scaffolding is construction work, so paying a firm to do it may mean registering as a CIS contractor too. That is separate from MTD. Hire with no labour is outside CIS, as the scaffolding guide explains.
- A limited company. This page is for sole traders. A company's income is not self-employment income.
What an agent can do
A bookkeeper or managed service with an HMRC agent services account can sign you up once you have authorised them. They need your full name, date of birth and National Insurance number, plus your business details. Only a main agent can submit your tax return. The agent guide shows how to accept a request.
What this means for you
If your turnover, plus any rent, was over £30,000 in 2025-26 but not over £50,000 in 2024-25, you start on 6 April 2027. Your first quarterly update is due by 7 August 2027. You can sign up now, for the current or next tax year.
GOV.UK says there are no penalties for late quarterly updates in 2026-27. The 28 October 2026 Budget said April 2027 joiners get none for 2027-28 updates either, though updates must still be sent, so the earliest possible point is 7 August 2028. After that, each missed deadline earns a point (not while volunteering), and 4 points brings a £200 penalty. HMRC adds your CIS deductions to your MTD tax return, and any refund is requested separately through HMRC online services. If you were under £30,000, check 2026-27: over £20,000 means 6 April 2028.

Questions people ask
Do re-roofs and repairs for homeowners count towards the Making Tax Digital threshold?
Yes. HMRC's CIS 340 guide says private householders are not contractors, so nothing is deducted, but the money is still self-employment income. Qualifying income is all your sole trader and property income before expenses, CIS or not. If you are VAT registered and leave VAT out of your income on the cash basis, count the jobs before VAT.
Does the scaffold hire I pay for lower my qualifying income?
No. Qualifying income is measured before expenses, so scaffold hire is a cost, not a deduction from turnover. On CIS work, scaffolding you hire from a third party for the job, rather than own, can lower the CIS deduction, because CIS 340 lets the contractor treat the hire as materials, but your gross pay stays the same.
I do CIS work for a roofing contractor and my own domestic jobs. Is that one business or two?
In our reading it is one business, because it is the same trade: roofing. GOV.UK treats different trades as separate businesses. Keep CIS and non-CIS income apart in your records so the deductions match your statements.
Does my CompetentRoofer or NAPIT registration affect signing up?
No. GOV.UK's list of what the sign-up service asks for covers your income sources and business details, not scheme membership. Both are competent person schemes for replacing roof coverings, and GOV.UK allows trade body membership related to your business as an expense.
I have a PAYE job and do roofing work at weekends. Do I need to sign up?
Only if your self-employed turnover, plus any rent, is over the threshold. Wages from a job do not count. If you do join, HMRC adds your PAYE pay to your Making Tax Digital tax return for you to check.
When can I sign up if I start in April 2027?
Now, if you want. GOV.UK says you can sign up for the current tax year or the next one. If you choose the current year, you are volunteering: you use your software to send the quarterly updates already missed, the service asks you to agree that the new penalties apply, and HMRC then contacts you to confirm when they start.
