Righto Tax for Trades · Flooring fitters
Tax, CIS and Making Tax Digital for self-employed flooring fitters
Flooring fitters live with an odd rule: carpet fitting is outside CIS, even on a building site, while vinyl, laminate, timber and screed laid to finish a building job are inside. So the same fitter can be paid in full on one job and have CIS taken on the next. Making Tax Digital counts all of it, before any deduction.

When Making Tax Digital starts for flooring fitters
It depends on your qualifying income, not your trade. Qualifying income is the total of self-employment and property income before expenses (turnover), not profit.
| Qualifying income | On your tax return for | Making Tax Digital |
|---|---|---|
| Over £50,000 | 2024-25 | Applies since 6 April 2026 |
| Over £30,000 | 2025-26 | Starts 6 April 2027 |
| Over £20,000 | 2026-27 | Starts 6 April 2028 |
Once you’re in, you send HMRC a quarterly update by 7 August, 7 November, 7 February and 7 May, then a tax return after the year ends. MTD for Income Tax does not change how tax is paid or the payment due dates.

CIS for flooring fitters
HMRC has treated carpet fitting as outside CIS since 1981, and carpet tiles go with it. Other floors, including vinyl, linoleum, laminate and stripwood, are inside when they are in the specification for a building being built, altered or repaired, and outside when no building work is going on. A single contract for laminate and carpet brings the carpet in too, and splitting the invoice does not change that. Synthetic sports and play surfaces do not count as carpet.
Usually inside CIS
- Laminate, vinyl or stripwood in new homes for a developer
- Carpet and laminate fitted under one contract
- Screeding ahead of the floor finish on a building job
- Synthetic surfaces in sports grounds, gyms and play areas
- Varnishing a fixed timber floor for a contractor
Usually outside CIS
- Carpet or carpet tiles on a carpet-only contract, even on a building site
- Vinyl or laminate in an occupied shop or flat with no other work going on
- Supplying or delivering flooring without fitting it
- Any floor paid for direct by a homeowner for their own home
When CIS applies, a contractor deducts 20% if you’re registered for CIS, 30% if you’re not, and nothing if you have gross payment status. To work out a CIS deduction, the contractor starts with the gross invoice and takes away what the subcontractor paid for VAT, consumable stores, fuel (except for travelling), plant hire, manufacturing or prefabricating materials, and materials; the CIS rate is then deducted from the amount left.
Before you join Making Tax Digital, over-deducted CIS is claimed back through your Self Assessment tax return. Once you are in Making Tax Digital, HMRC adds your CIS deductions to your tax return, and any refund is requested separately through HMRC online services. Either way, the sooner after 5 April the return is filed, the sooner HMRC can repay you.

Costs flooring fitters usually claim
The test for every cost is whether it was for your business. If something is partly personal, only the business part counts.
| Cost | How it’s treated |
|---|---|
| Carpet, underlay, gripper and door bars | Materials you buy for jobs are an allowable cost. Carpet-only jobs are outside CIS, so nothing is deducted and you invoice in full. |
| Laminate, engineered boards, vinyl and screed for building jobs | Materials for the work you sell. On a CIS job you supply them for, show their cost on the invoice so the deduction is taken only from your labour. |
| Adhesive, levelling compound, tape and knife blades | Used up on jobs, so a running cost. On a CIS job, consumables that are now unusable come off with materials before the deduction. |
| Knee kicker, power stretcher, cutters, seaming iron and moisture meter | Equipment you keep. On the cash basis it comes off your profit in the year you pay; under traditional accounting it goes through capital allowances. |
| Floor sander or edger hired for a job | A hire charge is a running cost. On a CIS job, plant you hired from a hire firm, and the fuel to run it, can be shown with materials. |
| Knee pads, dust masks and safety boots | Protective clothing and equipment count. Work trousers and T-shirts do not, even if you only wear them on jobs. |
| Tip fees for old carpet, underlay and offcuts | A cost of the job the waste came from. |
Your van, tools and kit
Most flooring fitters carry cutters, a knee kicker and a stretcher in a van big enough for rolls of carpet and packs of boards, and hire a sander or edger when a timber floor needs one. Bought kit is business equipment; hire is a running cost. Because carpet sits outside CIS and other floors often do not, keep each job’s order or contract showing what was fitted, so you can check whether CIS should have come off. Trips from home to a run of customers’ homes and sites are usually business travel to temporary workplaces.
From 2024-25 the cash basis is the default for sole traders and partnerships without corporate partners, with no turnover limit; traditional (accruals) accounting is an opt-out. Under the cash basis, the cost of equipment bought to keep and use in the business, such as machinery, computers and vans, is claimed as a normal allowable expense rather than a capital allowance. Cars are different: they go through capital allowances.
Simplified expenses for cars and goods vehicles (vans) from 6 April 2026: 55p a mile for the first 10,000 business miles, then 25p; motorcycles 24p. Once used for a vehicle you must keep using it for that vehicle, and it cannot be used for a vehicle already claimed through capital allowances.
Answers for flooring fitters
- Does CIS apply to flooring and carpet fitting?Carpet fitting is outside CIS, even on a building job. Vinyl, laminate, screeding and other floors are covered when they finish a construction project.
- What work is covered by CIS?CIS covers most building, civil engineering, installation and decorating work. What is in and out for electricians, plumbers, scaffolders and carpet fitters.
- Do I need to register for CIS as a subcontractor? If you do construction work for a contractor, you should register for CIS or have 30% taken instead of 20%. What counts as construction work and what does not.
- Does CIS apply to materials?CIS is not deducted from materials you buy yourself, VAT, hired plant or consumables. How the contractor works out the deduction, with a worked example.
- Does CIS apply to work for homeowners? No. Homeowners paying for work on their own home are not CIS contractors, so nothing is deducted. When a private client does bring in CIS, and paying the tax.
- Does CIS apply to plant hire?Plant hired with an operator is CIS work; plant hired on its own is not. How hired plant is treated as materials, with worked examples for groundworkers.
- Can I claim work clothes and PPE as a tradesperson?Self-employed trades can claim safety boots, hard hats, hi-vis, overalls and the cost of cleaning them, but not everyday clothes. The HMRC rule and the case.
- Is my turnover before or after CIS deductions? Before. Your turnover is your full pay before CIS deductions, tested for Making Tax Digital and VAT. The gross payment status test also takes off materials.
Questions people ask
Why was CIS taken off my laminate job but not my carpet job?
HMRC treats carpet fitting as outside CIS, even on a building project, while laminate that finishes a building job is inside. Both payments are still business income on your tax return.
I fit carpet and laminate for the same builder. Is the carpet CIS work?
Yes, if both are under one contract. Any covered work in a contract brings every payment under it into CIS, even if you invoice the carpet separately.
Do I need to register for CIS if I only fit carpet?
No. GOV.UK says you do not have to register if carpet fitting is all you do. If you start taking laminate, vinyl or screed work from builders, register as a subcontractor so the lower deduction applies.
Can I claim the carpet and underlay I buy for customers?
Yes. Materials you buy for jobs are allowable business costs. Ask the supplier for invoices in your business name so each order matches a job.
